First, make sure you have 15,000 Dreamlight banked. Head to the Dream Castle, go to the top floor, and unlock the Mulan realm (the one with the symbol that looks like a dragon/sword). Complete the "A New Recruit" quest line. This involves a lot of running around the training camp and finding gear.
Once Mulan is in the Valley, focus entirely on her. Give her flowers, take her mining with you, or hang out while you do your daily chores. As soon as you hit the level requirement for the Tea Stall quest, drop everything and do it.
Pay Scrooge for the upgrades immediately. Don't wait. Having access to Oolong, Jasmine, and Chrysanthemum leaves is a major unlock for late-game cooking and "The Checklist" completionists.
