Tracking down every member of Station 17 isn't just a completionist's whim. It's basically a requirement if you want the "Knightfall" ending, but honestly, the game doesn't make it easy. You’re soaring over Gotham, rain slicking your cape, and Alfred is silent. The "Line of Duty" side quest is notorious for this. Unlike the Riddler trophies, which are everywhere, Batman Arkham Knight firefighters locations are tucked away in corners of the map that you’d normally fly right past without a second thought.
Sixteen men. That’s the count. Most players get stuck around fourteen and start wondering if their game is glitched. It's usually not. The issue is that the final few rescues are gated behind story progression or hidden in "dead zones" where the police helicopters don't patrol.

Finding the Crew on Bleake Island
Bleake Island is where you start, and it’s home to six firefighters. The game gives you the first one—Firefighter Leary-Wood—at Dixon Dock West. It’s a layup. You drop in, take out five guys, and you're done. But the others? They’re craftier.
You’ve got Adamson sitting right by the water northeast of the bridge to ACE Chemicals. Then there’s Wyatt, who is tucked away on a dock south of the lighthouse. If you aren't looking down while gliding near Panessa Studios, you’ll miss him every time. Over in the Cauldron district, Firefighter Norman is chilling (not by choice) at the Falcone Shipping compound.
Chinatown is a hotspot for these guys. Firefighter Ashley is on a rooftop beer garden at the Temple Garden Bar. It’s actually a pretty nice view if you ignore the thugs with knives. Finally, Firefighter Cannon is down by the docks south of the Clock Tower. Pro tip: if you can't find these guys, look for the groups of thugs that appear as a dense cluster of heat signatures in Detective Vision.
The Tricky Four on Miagani Island
Once you lower the bridges, Miagani opens up. There are only four firefighters here, but they are a massive pain because of the verticality of the island.
- Green: He’s at the base of Mercy Bridge. Don’t look on the road; look at the water level.
- Hill: This one is near the Gotham Herald building on a balcony. Look for a breakable wooden wall.
- Richardson: He’s at the Grand Avenue Station. This is the one that kills people because of the six sentry turrets. You must have the Remote Hacking Device for this, or you’re just walking into a firing squad.
- Daniell: Found on the edge of Wayne Tower. This is a predator-lite encounter with several armed guards.
Interestingly, many people think they can finish this quest early. You can't. The game won't even spawn the final rescues until you’ve progressed far enough into the main plot to unlock the last island.
Founders' Island and the Batmobile Requirement
Founders' Island is the "endgame" for this mission. There are five firefighters here plus the Chief. This is where the difficulty spikes because the militia presence is heavy.
Firefighter Scott is on a pier in the north, but he’s guarded by a sniper in a lighthouse. Take the sniper out first. If you don't, you're toast. Then there's Firefighter Lozar. You actually need the Batmobile's power winch for this one. There’s a building in Ryker Heights with a reinforced wall; you have to pull it down to get inside.
The most annoying one is arguably Firefighter Wilson. He’s at the Urbarail Station, surrounded by about a dozen guards. It’s a messy fight. Firefighter Bliss is at Wayne International Plaza, and Firefighter Taylor is hiding in the control room at Port Adams. Once you save all fifteen of these guys, the location for Chief Underhill finally pops up.
What Really Happened With Chief Underhill?
The "Line of Duty" finale isn't just another fight. Once you rescue the Chief at the City Vision Building—which involves a massive brawl against 16 guards—the truth comes out. Underhill wasn't just a victim.
He actually cut a deal with Firefly. He was burning down abandoned buildings so the city would have to keep the fire departments funded and open. It’s a dark twist that fits the Arkham vibe perfectly. You don't just "save" him; you arrest him.
If you’re having trouble getting the last icons to appear, try this: quit to the main menu and reload. This often triggers "New Intel" from the GCPD choppers. Also, check the map coordinates if you're really lost. Most of these guys are near the coastline.
Actionable Next Steps
- Check your mission wheel: If it says "Intel Available," select the mission and a waypoint will appear.
- Clear the skies: If you haven't taken out the militia watchtowers, it's harder to fly around and find the groups of thugs holding the crew.
- Upgrade the Fear Multi-Takedown: Many of the Founders' Island rescues have 5+ armed guards. Being able to take out 4 or 5 instantly is a literal lifesaver.
- Listen to the radio: If you hear thugs talking about "the firemen" or "the chief" on the local surveillance frequency, you are getting warm.
