I edited a lot of it, though I think she doesnt look adorable enough..
I changed most colors, her legs, hair, head, arm, tail and skirt. Her arm is kind of facing front, so its intentionally made shorter, though I still changed it a bit. Also, her right hand is supposed to be closed, so it's intentionally made smaller.
Her head still doesn't convince me...

Your face is too narrow and the eyes are too googly.

Your edit looks better, but the changes are small.  Don't be afraid to pull things apart more.  Create a more interesting stance.   Look at the piece as a whole instead of sections.  And use a reference for anatomy, anime faces, etc.  It's all good practice.

The secret is constructing the body. Draw the entire figure before you start thinking about clothing. Skirts look awesome, but if you draw them before the pelvis you'll confuse yourself.
Draw pose -> Construct body -> add clothing -> line art -> ...
