See this is where I get hung up on. Some people/sources tell me that copying pixel art works in improving pixel art. Others tell me it's not so much that but learning basic drawing (basic drawing = drawing with a pencil and paper). I have been copying pixel art, especially the character and their hairs and trying out making the character's hairs better and I think it's been working in improving my pixel art. So what is the answer to this discrepancy?

Everything helps. There's really no wrong answers. Just make sure you keep on doing something and you'll improve. Do whatever is going to excite you and get you to do the most drawing.

Working on fundamentals is always going to be the #1 way to improve regardless of medium though.

I totally agree with 32.  Everything helps. 
It's all about practice in whatever skill you want to learn.

What 32 said, yeah. It's one of many, many ways you can pick up new ideas and techniques to run with! The basics are what you want to start with ideally, in my opinion, but there are many rules of thought and a lot of different paths you can take.
I started with mouse art, for example. Still primarily DRAW with a mouse even! There's a lot of benefits and drawbacks to the route I took, notably that I can't draw worth a ding-dong if I use anything other than a mouse right now. On the flipside, I'm pretty ok at drawing with a mouse.
Being in this weird place gives me a lot of impetus to encourage people to learn normal artistic methods first, since my over-reliance on the mouse has become such a crutch for me at this point in my artistic progression.
