Pixel Art / How to chose background for pixelart?

Hello guys!
I'm a beginner pixel artist and I met a problem with backgrounds.
For example when I draw just one object I choose complementary color as background so viewer could stay focused on the object.

When I try to draw a landscape I draw all the background I need.


But I'm a fan of small scenes like flies near the lantern, or leaves of sakura flowers falling off the trees, or little buddha statue under rain... so when I use solid background the whole piece looks really empty. But when I begin to add background objects, the whole scene gets lost in details. So I can't find balance between this two things.
I can't make blurry background because of pixel art restrictions, but I want my art to be complete. Looking for your advices and sry for bad english.
